- This position serves as an economist for Forest Service Office. The position provides professional economic analysis, technical advice and support to program staffs. Responsibilities Plans and designs complex economic analyses for assigned projects or plans, including a framework for collection and analysis. Develops written reports of analyses which describe findings and recommendations for understanding by both experts and those with no background, education or training in the field. Completes analysis processes and documentation in compliance with NEPA, NFMA, and/or other applicable laws, regulations, and policies. Provides guidance and recommendations for the consideration of economic concerns to lower graded specialists and to non-specialists. Utilizes economic expertise to research and develop strategies and analysis techniques to more effectively address various aspects of resource-based economy including timber markets, recreation, grazing, minerals and other natural resources issues. Responds to national level requests for economic analysis including regulatory analysis for rulemakings.

Qualifications In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Basic Requirement: GS-0110 Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. Or A combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as Provide advice in the use of natural resource economic theory and analysis to the program staffs and the National Forests, Grasslands, or similar natural resource or environmental management situations, on completion of economic analyses, such as economic impact or distributional analyses (e.g., input output modeling), for project in National Environmental Policy Act (NEPA) documents and the development and implementation of forest land and resources management plans, consistent with the National Forest Management Act (NFMA) or similar natural resourced or environmental management legislation, regulation, and policy. Identify and evaluate significant factors, to solve complex problems, and to draw rational inferences based on analytical findings, be able to plan or design methods and approaches to meet unanticipated or variable conditions, and to recommend further analysis based on findings and observations, when appropriate. Identify, implement and monitor funding and budgets, as well as contracts, agreements or other external sources of economic analysis or consultation services to support natural resource or environmental management and decision-making. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
